Agreement Among the States to Elect the President by National Popular Vote

The bill proposes that states join a national agreement to elect the U.S. President through a popular vote. Each state would conduct a popular vote and appoint electors pledged to the national popular vote winner. The agreement activates when enacted by states holding a majority of electoral votes. States can withdraw unless it's close to the election. It ends if the Electoral College is abolished and includes guidelines for election administration.
